State Police and Attorney General Launch Investigation After Fatal Trooper-Involved Shooting at Cairo Campground

A fatal confrontation in Greene County has left one man dead after he was shot by a New York State Trooper at a local campground on the evening of September 14. The deadly encounter unfolded in the Town of Cairo after law enforcement personnel were dispatched to handle a violent altercation reported between two individuals staying on the property.

According to official statements released by the New York State Police, the emergency call originated from the Whip-O-Will Campground, situated at 644 Route 31 in Cairo. Uniformed troopers assigned to the agency’s Catskill barracks were directed to the recreational area at approximately 8:22 p.m. following an urgent report describing an ongoing physical assault involving two adult men.

Upon reaching the campground, responding troopers located an injured man who was identified as the victim of the reported assault. Law enforcement officials noted that the victim had sustained a visible and serious head injury during the initial physical struggle before the arrival of authorities.

While receiving initial assistance from the responding officers, the injured victim pointed troopers toward a nearby camper trailer on the campsite grounds. He identified the structure as the specific location where the other man involved in the violent altercation had retreated shortly before police arrived.

As state troopers carefully approached the designated camper to make contact with the suspect, a man abruptly emerged from the structure. According to preliminary findings released by investigators, the individual stepped outside while gripping an object in his right hand that appeared to responding personnel to be a black handgun.

Rather than complying with verbal instructions or halting his approach, the armed individual raised the apparent firearm, aimed it directly at one of the troopers, and continued to close the distance by actively advancing toward the officer.

Faced with what was perceived as an immediate, lethal threat to life, the targeted trooper discharged his department-issued service weapon, striking the approaching man. The identity of the trooper involved in the shooting has not been made public by state police administrators.

Immediately after the weapon was discharged, troopers on the scene shifted from a defensive posture to rendering life-saving medical aid. The officers administered emergency first aid to the wounded man while urgently dispatching emergency medical services to enter the campground and take over care.

Paramedics and emergency responders quickly reached the scene to evaluate the injured individual. However, despite the prompt medical interventions provided by both the state troopers and incoming medical personnel, the man succumbed to his gunshot wounds and was pronounced dead directly at the campsite.

State police officials confirmed that the identities of both the deceased individual and the injured assault victim are being withheld from the public at this stage. Authorities emphasized that personal information will remain confidential until family members and next of kin are formally located and notified.

In accordance with state law and executive protocols governing fatal incidents involving law enforcement officers, the New York State Attorney General's Office has formally initiated an independent investigation into the circumstances surrounding the fatal shooting.

Working alongside state prosecutors, the New York State Police Bureau of Criminal Investigation based out of the Catskill barracks is conducting a comprehensive inquiry into the incident. Forensic specialists and investigators are gathering physical evidence, examining the firearm recovered from the suspect, and interviewing witnesses to establish a complete timeline of the altercation.

The deadly incident highlights the severe and rapidly evolving dangers law enforcement officers confront when responding to active domestic disputes and physical assaults. Tactical responses within tight, semi-rural settings such as recreational vehicle parks present heightened operational challenges for arriving patrol units.

The dual inquiry being conducted by the State Police and the Attorney General's Office is designed to ensure complete transparency and a thorough review of the actions taken during the emergency response, including whether the use of deadly force adhered strictly to established legal thresholds and department guidelines.

As the comprehensive inquiry continues, law enforcement authorities are actively asking for assistance from the surrounding community. Anyone who witnessed the initial altercation, the subsequent encounter with law enforcement, or who has relevant information regarding the incident at the Whip-O-Will Campground is urged to contact the New York State Police directly at 845-344-5300.
