Opportunity Home San Antonio Unveils $2.5 Billion Modernization and Housing Expansion Strategy

Opportunity Home San Antonio has launched an extensive $2.5 billion capital initiative aimed at overhauling, acquiring, and constructing nearly 15,000 residential units across the city through 2037. The public housing authority’s multi-year roadmap seeks to address deep physical deficiencies in its aging portfolio while expanding affordable and mixed-income options across the metropolitan area.

The strategic vision comes at a pivotal moment for the housing authority, which serves more than 65,000 area residents. Roughly 18,000 of those individuals live directly in public housing developments or utilize housing choice vouchers to lease accommodations from private landlords. To illustrate the urgent necessity of this sweeping investment, agency leadership highlighted the stark operational and quality-of-life divide between the city’s oldest public housing stock and its newest developments.

At one end of the spectrum is the historic Alazán-Apache Courts, San Antonio’s largest and oldest public housing complex. Constructed in the early 1940s on the city's West Side, the development still functions as an essential safety net for some of the community’s lowest-income households. However, the aging cinder block structures present persistent daily hardships for their occupants.

Tenants at Alazán-Apache must endure scorching Texas summers without central air conditioning, as the units rely on outdated infrastructure. The apartments also lack washer and dryer hookups entirely, and multi-story buildings have no elevators, severely restricting mobility for residents who struggle to climb stairs to second-floor apartments.

In sharp contrast stands Snowden Living, a modern development in the South Texas Medical Center area that opened in 2025. Designed for individuals aged 62 and older spanning low-to-moderate income levels, the complex includes modern amenities such as central heating and cooling, in-unit laundry appliances, a community swimming pool, a theater room, an on-site beauty salon, and a dedicated dog park.

During a tour showcasing the two properties, Opportunity Home Chief Executive Officer Michael Reyes captured the transformation the authority envisions across its entire portfolio. Reyes noted that visiting the aging complexes represents a look into the past, while the newer senior community represents the future standard the agency hopes to deliver.

Under the capital blueprint, the housing authority intends to carry out major rehabilitations across at least 6,000 public housing units, with Alazán-Apache slated as a key candidate for comprehensive structural and mechanical overhauls. Another 2,500 mixed-income apartments are designated for renovations to upgrade mechanical systems, enhance structural integrity, and integrate standard modern amenities.

Reyes emphasized that allowing residents to remain in substandard accommodations is unacceptable, noting that community members currently endure living conditions that leaders would not tolerate for their own families. Addressing these longstanding physical deficits forms the foundation of the agency's rehabilitation pipeline.

The agency's strategy is also shaped by decades of declining federal investment in public housing, alongside regulatory constraints that have made it virtually impossible for authorities nationwide to construct traditional, fully subsidized public housing for the lowest earners. Consequently, Opportunity Home has shifted toward public-private partnerships, developer agreements, and capital market financing to grow its housing footprint.

Of the 5,500 brand-new units planned for construction, more than half will be reserved for individuals and families earning at least 61% of the area median income (AMI). According to data from the U.S. Department of Housing and Urban Development, the median income for a family of four in the San Antonio area stands at $100,600.

The remainder of the new construction pipeline includes 1,250 units for households earning between 51% and 60% of the area median income, alongside 750 apartments for those making between 31% and 50% of AMI. Only 500 of the 5,500 new construction units will be targeted to extremely low-income households earning up to 30% of AMI, despite this demographic representing the most acute housing demand in San Antonio.

To support new construction, Opportunity Home intends to secure buildable parcels by negotiating land-banking and property-swap agreements in partnership with local municipalities and regional non-profit entities.

In addition to ground-up construction, the plan allocates resources to acquire 500 existing residential units. Aiyana Longoria, the agency’s chief strategy, data, and innovation officer, noted that direct property acquisitions often prove significantly more cost-effective than building from scratch, where new affordable development costs average approximately $300,000 per unit. Purchasing established complexes also allows the agency to establish an affordable presence in high-cost neighborhoods.

To finance the $2.5 billion program, Opportunity Home is relying heavily on specialized financial structures. Roughly $1.5 billion is already being assembled through the federal Low-Income Housing Tax Credit program, which incentivizes private investors to fund affordable housing developments in exchange for federal tax offsets.

The remaining balance will be heavily supported by approximately $800 million raised through revenue bonds and direct loan originations. Opportunity Home recently secured an A+ issuer credit rating from S&P Global Ratings, signaling institutional stability that allows the housing authority to issue bonds at favorable interest rates to bridge critical funding gaps through the next decade.
