A major new waterfront development is moving forward on Marco Island after municipal officials granted site approval for a multi-use condominium hotel and boating facility situated close to Goodland. Following a decisive vote, the project is set to bring lodging, dining, wellness services, and extensive dockage to the island's southeastern corridor.
The Marco Island Planning Board approved the comprehensive site development plan for the Walker's Cay Luxury Resort & Marina during a public hearing on Sept. 4. In a 4-1 decision, board members cleared the way for the construction of a 45-unit condo-hotel complex paired with a 45-slip marina, an on-site restaurant, and a dedicated salon and spa.
The planned hospitality destination will occupy a parcel of nearly two acres situated at 3200 San Marco Road. The property lies directly on the western side of the Stan Gober Memorial Bridge, positioning the luxury venue along a prominent gateway near the neighboring community of Goodland.
Unlike many large-scale commercial endeavors that require multiple layers of municipal scrutiny, this approval stands as final and will not require further review by the Marco Island City Council. According to Marco Island Senior Planner Mary Holden, the proposed application met all existing standards within the city's comprehensive code and did not require any zoning variances.
Architectural and civil engineering specifications presented during the proceedings outline a multi-level structure designed to optimize the waterfront site. Kevin Dowty, a civil engineer representing Hole-Montes, informed board members that the finished facility will feature two ground tiers dedicated to vehicle parking, surmounted by five stories of hotel suites and associated guest spaces.
According to developer documentation from Maritime Acquisitions LLC, the destination aims to deliver an upscale resort experience with indoor and outdoor restaurant dining, housekeeping, room service, a swimming pool accompanied by a sundeck, a fitness center, and dedicated concierge and valet options. The property will also be pet-friendly and offer a full-service ship store alongside charter tourist boat excursions operating out of its marina.
The project utilizes a condo-hotel operating model, a distinct legal and operational arrangement. Under this framework, individual lodging units within the building are purchased and held by separate owners, while the overall facility functions and delivers guest accommodations as a commercial hotel enterprise.
Marco Island is already home to two other establishments structured under the condo-hotel format: the Old Marco Inn & Suites, which traces its history back to 1883, and the Marco Beach Ocean Resort, constructed in 2001. However, the regulatory environment governing Walker's Cay features key differences compared to those older predecessors.
While both earlier establishments operate under zoning designations that permit extended, long-term residential occupancy, the commercial zoning assigned to the 3200 San Marco Road property strictly prohibits permanent residential living. This operational restriction served as a focal point during board deliberations.
During the public session, both planning board members and local residents raised concerns regarding whether the guest suites could eventually transition into permanent residences over time. Such an outcome, speakers cautioned, could run counter to the strict density limitations established within the municipality's governing city charter.
Addressing these concerns directly, Bob Mulhere, senior vice president at Bowman Consulting and representative for the developer, offered clear assurances regarding the operational intent of the property. Mulhere emphasized that the ownership group remains fully committed to running the establishment strictly as a commercial lodging venue rather than a residential complex.
Addressing the regulatory and taxation aspects, Tolces explained that the facility's underlying zoning prevents the property from being categorized as residential on official municipal tax rolls. As a result, unit owners will not qualify for homestead exemptions, ensuring that all county and city tax assessments reflect commercial hospitality use.
To provide additional legal clarity, project representatives noted that enforceable restrictions are explicitly written into the formal development approval. Dowty affirmed on the official record that any attempt to utilize the suites as permanent residences would constitute a municipal code violation subject to regulatory enforcement.
Public records from Collier County illustrate the land's history leading up to the current development phase. Naples-based Maritime Acquisitions LLC, managed by Marco Island resident James "Jim" Walker, purchased the San Marco Road property for $3.6 million in January 2022.
The parcel had previously been acquired in December 2020 by McCord-Bancroft Investors LLC for $2 million from Maureen Moran Inc., an entity that had held the waterfront real estate dating back to 1993. With formal site plan approval now secured, the property is poised to begin its transformation into one of the island's newest luxury waterfront destinations.
