Detroit Police Chief Todd Bettison Faces Inspector General Investigation Over Role in Mayor Photo Controversy

The City of Detroit’s Office of Inspector General has initiated an official inquiry into Police Chief Todd Bettison following his direct personal intervention in a case connected to Mayor Mary Sheffield, marking a significant escalation in a controversy that has dominated local municipal governance for several weeks. The investigation places the city's top law enforcement commander under formal review regarding his handling of a dispute that involves the mayor's former romantic partner and a prominent local activist.

Deputy Inspector General Jennifer Bentley formally confirmed on Wednesday, Sept. 16, that the watchdog agency is actively looking into Chief Bettison’s conduct. The Office of Inspector General, which is tasked with investigating public corruption and ethical misconduct within Detroit city government, declined to provide detailed findings or specifics regarding the scope of the probe, citing its standard protocols regarding open and active investigations.

In her remarks, Bentley did not specify whether the oversight office decided to launch the inquiry after receiving an external formal complaint from the public or if the agency took the initiative to intervene on its own accord. The revelation of the inspector general’s probe, which was first reported by Bridge Detroit, comes at a time of heightened scrutiny surrounding how municipal leadership handled the sensitive matter.

The core of the unfolding dispute revolves around the actions taken by Chief Bettison after intimate photographs featuring Mayor Sheffield and her former partner, shelter operator Marvin Walker, were shared on social media by activist Jahdante Smith. The release of the private images over the summer quickly drew the attention of the Detroit Police Department and led to direct outreach from the chief himself.

Police records and statements indicate that both Smith and Walker were subjects of active police scrutiny during the months of July and August when the social media posts emerged. Rather than allowing investigators to interact with the individuals solely through routine operational procedures, Bettison personally reached out to both men to request that the intimate photographs depicting the mayor be removed from the internet.

Chief Bettison has publicly acknowledged his personal involvement and communications with the two individuals, detailing the specific dates and investigative contexts in which the interactions took place. Bettison stated that he first spoke with Walker on July 11 regarding the photographs while the department was actively investigating a human trafficking complaint concerning the shelter operator.

Several weeks later, on August 5, the police chief engaged in a separate conversation with Smith to address the photographs that had been published online. The chief's decision to personally intervene with two individuals who were concurrently being investigated by his department has become the central focus of the ongoing ethical and procedural scrutiny.

The controversy escalated further when Detroit police officers subsequently secured a search warrant to seize Smith’s personal mobile phone. The confiscation of the activist's device heightened public concern regarding whether law enforcement powers were being improperly utilized in connection with the sensitive images involving the city's mayor.

The Detroit Police Department has consistently maintained that the search warrant executed against Smith was entirely unrelated to the intimate photos of Mayor Sheffield or Bettison’s communications with the activist. According to department officials, the decision to seize Smith's phone arose strictly from an independent complaint that accused him of engaging in online harassment and making threats against an acquaintance.

Despite the extensive investigative steps taken by municipal police—including the execution of search warrants, the confiscation of electronic equipment, and multiple active inquiries throughout the summer—no criminal charges have materialized against either Smith or Walker in connection with any of the cases examined by the department.

Chief Bettison’s personal involvement in the matter has drawn widespread criticism across the community and within law enforcement circles. Observers, including former Detroit police chiefs, have voiced serious concerns regarding the appropriateness of a police chief directly intervening in an active case that directly intersects with the personal life and privacy of the city's sitting mayor.

As public pressure and outside scrutiny intensified, the Detroit Police Department officially confirmed on September 10 that it had transferred its open investigations concerning both Smith and Walker to an outside law enforcement entity. At the time of the announcement, the department declined to publicly disclose which external agency had assumed responsibility for the cases or to explain the specific administrative reasons behind the transfer.

However, a source familiar with the situation told the Detroit Free Press that the Federal Bureau of Investigation had taken over the inquiry. An internal Detroit police timeline, which was later reviewed and verified by the newspaper, corroborated the federal agency’s takeover of the case's public corruption component.

According to the verified timeline, an FBI agent explicitly instructed Detroit police officials that federal investigators would be assuming control over the public-corruption angle of the case. Furthermore, the federal authorities notified the department that the bureau would stop sharing regular case updates with Detroit police, underscoring a complete separation of municipal authorities from the ongoing investigation.
